Recon Substation Project
In May 2023, the California Independent System Operator (CAISO) identified a portfolio of projects in its 2022-2023 Transmission Plan to meet the future needs of the region’s electric grid. As part of this initiative, CAISO selected Horizon West Transmission, LLC (Horizon West) to build a new 500/230-kV substation.
Substations allow electricity to be safely and reliably distributed to communities. A transmission substation steps down high-voltage electricity from power lines to the lower voltages that power homes and businesses.
Horizon West will build and maintain the Recon Substation, located north of the decommissioned San Onofre Nuclear Generating Station, near San Clemente. The proposed Recon Substation will:
Enhance the electric grid's reliability and help provide Southern California customers with low-cost energy
Support California’s energy goals
Ensure a steady supply of power as energy demands increase
Provide economic benefits and investment in the local economy during construction
Generate tax revenue that could support funding for schools, roads, parks and other public services
Horizon West is preparing a comprehensive environmental assessment for the prospective substation location and will incorporate feedback from stakeholders, environmental agencies, local government and other interested parties.
The substation is anticipated to be in service by 2034.
