Horizon West transmission lines in a field

Project Overview

In March 2015, the CAISO, the regional grid operator, selected Horizon West Transmission, LLC (Horizon West) as the approved project sponsor to build, own, operate and maintain the proposed 230/70 kilovolt Estrella Substation. Located approximately five miles east of Paso Robles, California, the substation would help ensure safe, reliable power for the local electric system and would:

  • Provide the Paso Robles Substation with more reinforced 70 kV sources from Templeton and Estrella
  • Improve service reliability for electric customers in Paso Robles, San Miguel, Templeton, Creston, Atascadero and Santa Margarita
  • Position the region to meet expected growth in energy demand through investment in new electricity infrastructure

Construction is anticipated to begin in early 2028 with the substation in service in fall 2028.
